In Sri Lanka, policies often prioritize productivity and foreign exchange over local nutrition and sustainability, creating tensions with food sovereignty. Inland fisheries from tanks and reservoirs hold significant untapped potential, yet receive inadequate policy support. Aqua Ecology situates Sri Lankan realities within global trends, highlighting how export-oriented supply chains undermine local consumption patterns and how climate crises disrupt breeding cycles and ecosystems.

3. Understanding Whole Ecosystems and Interconnections

Aquatic ecosystems form interconnected webs: rivers, tanks (wewa), wetlands, estuaries, beaches, lagoons, coastal waters, and the open sea. Seasonal cycles, tides, monsoons, and biodiversity link farming, fisheries, forests, and wildlife. Ecosystem fragmentation through pollution, infrastructure, or enclosure directly undermines food production and livelihoods.

Food sovereignty requires shifting power from corporations to communities. Historically, Sri Lankan ecosystems (tanks, lagoons, coastal waters, forests) were managed as commons—shared responsibilities with collective rules.
Community-Based Fisheries Management (CBFM) builds on this tradition. Fishers, as knowledge holders and stewards, can agree on seasonal closures, restrict destructive gear (e.g., mesh sizes), monitor encroachment, resolve disputes equitably, and develop co-management with authorities while retaining autonomy. Lagoon User Committees enable collective decisions on access, pollution, mangrove restoration, and prevention of destructive practices, ensuring youth and women participate. These are expressions of ecological democracy.
Tank governance revives ancient practices: strengthening collaboration, restoring systems, protecting water, and embedding decisions in social agreements. Agriculture and fisheries coexist in Village Irrigation Systems (VIS), with rice farming primary and fisheries secondary, yet both vital for food security.
Commons governance as ecological democracy means decisions closest to affected people, traditional knowledge valued alongside science, women’s roles recognized, youth active, technology assessed by ecological limits, and resources protected for future generations.

6. Tenure Systems, Territories, and Environmental Rights

Tenure systems recognize historical community management of fishing grounds. Protecting customary rights strengthens sustainability and dignity. Sri Lankan policies (fisheries legislation, environmental regulations, climate adaptation, Blue Green Economy) are analyzed critically for gaps between commitments and realities.
The Blue Economy and Blue Transformation often promote privatization, large-scale investments, tourism expansion, industrial aquaculture, offshore infrastructure, gas/oil exploration, and corporate concessions. 11. Practical Processes for Establishing Aqua Ecology and Aquatic Reform

Implementation begins with participatory tools:
Participatory mapping of commons: Identify fishing/breeding grounds, habitats (coral, mangroves, seagrass), seasonal flows, pollution hotspots, encroachments, climate vulnerabilities, and catch patterns. This reclaims knowledge and provides evidence for advocacy.
Legal literacy: Understand national/international laws, regulations, and rights (fisheries, environment, land, customary tenure, indigenous rights). Enable communities to challenge unlawful acquisitions, use complaint mechanisms, engage authorities knowledgeably, and demand accountability.
Commons governance as ecological democracy: Decisions closest to resource users; traditional knowledge respected; inclusive participation; technology assessed ecologically; resources protected intergenerationally.

Readiness of communities to confront dominant development models is essential for sustaining fisheries and planetary health.
